The Town of Hamburg Police Department is pleased to introduce an initiative to promote the safety of residents and visitors by enhancing the delivery of lifesaving care in medical emergencies. The Tactical Emergency Medical Patrol Officer program (TEMPO) provides a higher level of training to all uniformed officers, and detectives, in the immediate care of the ill and injured.
All THPD Officers have been successfully trained in the following:
• Patient assessment and wound identification
• Control of massive hemorrhage
• Basic airway management (including assisted ventilation)
• Management of opioid overdose
• Anaphylaxis identification and management
• Minor wound care and splinting
• Basic triage of multiple casualties
• Casualty movement
Each Town of Hamburg patrol car will now be equipped with a trauma bag containing state-of-the-art gear, including epinephrine auto injectors for the treatment of anaphylactic shock, bag valve masks to assist ventilation, and various hemorrhage control items. These kits will supplement the automated external defibrillators (AEDs) and other first-aid equipment already in use. THPD is the first municipal police department in the area to train and equip every officer in the use of epinephrine auto injectors. This added capability will help to ensure that critical care is provided as early as possible in an acute case of severe allergic reaction, a true emergency in which minimizing the time between onset and medical intervention is essential to a positive outcome. Additionally, THPD has acquired mass casualty equipment bags for every school building in town and assigned a kit to each School Resource Officer from both the Hamburg Central and Frontier Central School Districts. This program, which will operate under the medical direction of Dr. Brian Clemency, would not have been possible without the cooperative efforts of the Town of Hamburg Police, Town of Hamburg Emergency Management Office, and the Town Board who secured the funding and support needed for this comprehensive program.
